On military vehicles hood numbers took the place of license plates used on cilvilian vehicles, they are a unique identifier of the vehicle. The number was assigned by the US Military precurement department. Hood numbers were not assigned in perfect match to the vehicles serial number, but they would be pretty close as the number was stencilled on at the factory.

The - S indicated that the factory had tested the vehicle and it was suitable for use with radio equipment, this is known as Supression.
